The applicant shall then have a plumber who is registered and licensed by the Allegheny County Health Department perform a dye test on the property to be sold or transferred. WebBellevue Borough does not perform or schedule your dye test. A registered plumber is required to perform the dye test. The plumber you select must be registered and licensed in Allegheny County.
