When run from a web page, the current working directory is changed to current dir = C:\Program Files (x86)\Google\Chrome\Application\67.0.3396.99 but when run from javaws, it isn't. The solution was to pass the current directory to the .jnlp file via an argument tag and have the app change the cwd to it.
